This is the Inner Tie Rod found on the rear Hicas Steering Rack on all Skyline R32's (including GTR) equipped with rear active steering.
These are used to control the Toe alignment in the rear of the Skyline GTR's. Often times these are bent during a crash and can wear over time causing the rear wheel alignment to be incorrect.
